La salud como restauradora de jerarquías coloniales y racistas: del requisito de salud migratorio australiano al pasaporte de vacunación global en el régimen COVID-19

Resumen

Si bien la imposición de requisitos de salud (RS) no es un elemento nuevo en el control de las migraciones contemporáneas y no contemporáneas. Si es un dispositivo biotecnopolítico recurrente en diferentes países para gestionar la gobernanza de la migración y la salud al operar como un filtro que privilegia ciertos cuerpos migrantes sobre otros. En Australia, desde hace décadas existe una extensa infraestructura de vigilancia que relaciona migración, salud, discapacidad y raza, que reproduce, por un lado, una geopolítica del riesgo que sitúa al sur global en desventaja. Y, por otro lado, articula un complejo sistema de seguimiento a nivel global a través de dispositivos de vigilancia informática que operan en complicidad con otros estados receptores de migraciones como Canadá, Estados Unidos, Nueva Zelanda y el Reino Unido. El objetivo de este estudio es utilizar el caso australiano como referencia para analizar las posibles consecuencias de imponer un «pasaporte de vacunación» como requisito sanitario global bajo el régimen de COVID-19.
